The role
What does a buyers agent in Victoria do?
Consumer Affairs Victoria describes a buyer’s agent as a licensed estate agent who, for a fee, acts for a buyer instead of a seller. A selling agent works for the vendor. We work only for you: we find and shortlist properties, look at ones that are never advertised, check each one, and negotiate or bid at auction for you.
Citadel Agency was founded by Omar De Guise and Jadd Chahal. Every purchase is backed by our own research across 15,500 suburbs, so your Victoria decision is made on evidence, not on a sales pitch.

What has the Victorian Government changed for property investors?
Victoria is led by Premier Ben Carroll (Labor), who became the 50th Premier of Victoria on 28 July 2026, and the state election is due on 28 November 2026. These are the changes that matter most to investors.
Land tax COVID debt measuresUntil 30 June 2033, landholdings with a taxable value of $50,000 to under $100,000 pay a $500 flat surcharge, and those of $100,000 or more ($250,000 for trusts) pay $975, with a further 0.1% added to the rate from $300,000.
Vacant residential land tax goes statewideResidential land left vacant for more than six months in a calendar year anywhere in Victoria is taxed at 1% of its capital improved value in the first year, 2% in the second and 3% from the third year on.
Major renting reforms beginNo-fault evictions and rental bidding are banned, rent increases need 90 days notice, and properties must meet minimum standards when advertised.
Safety checks now, energy standards nextAll rentals need gas and electrical safety checks every two years, and providers must keep minimum standards records. Minimum energy efficiency standards for heating, cooling, hot water and insulation phase in from 1 March 2027.
Victoria's growth is concentrated in Melbourne, with regional cities such as Geelong, Ballarat, Bendigo and Wodonga also adding people, and the state has set housing targets for every council. Investors also face higher holding costs from land tax changes and new rental standards, which we weigh against supply before recommending any Victorian suburb.
